Content should move through controlled review before becoming discoverable.
Draft→Under Review→Approved→Published→Archived
Visibility model
Public → no authentication. Staff → TUS Connect authentication. Restricted → explicit role-based authorization. This scaffold intentionally does not implement authentication until connected to the existing TUS auth/session model.
Next technical integration
Replace the current PHP array data source with database/API adapters. Keep HR, beneficiary and other sensitive records in their source systems and ingest only approved metadata or aggregated outputs.
